Bowie County 4-H Advisory Board

Standing Rules

 Adopted August 4, 2003

ARTICLE I – NAME

The name of this organization shall be the BOWIE COUNTY 4-H ADVISORY BOARD. Hereafter referred to as "the Board".

ARTICLE II – PURPOSE

The purpose of the board shall be to promote and encourage 4-H activities in the county.

The board shall develop plans for countywide 4-H activities and execute those plans, not disregarding district and state policies.

The board shall develop and implement general policy guidelines under which the county 4-H club program shall function.

In fulfilling the purpose of this organization, its’ members shall remember that they are directly responsible to the clubs which they represent and to the Bowie County Extension agents.

ARTICLE III – ADVISORS

The Bowie County Extension Agents shall serve as advisors to the Board. As advisors, the Extension Agents shall work directly with the Executive Committee and other committees; help the Executive committee prepare to conduct meetings; serve as clarifier and advisor during the meeting and help the board members understand and perform their responsibilities.

ARTICLE IV – MEMBERSHIP

Membership of the Board shall consist of current 4-H leaders and members.

The voting membership of the Board consisting of two (2) members from each chartered 4-H club in the county.

a) one member being an adult leader, such as the club manager or other designated delegate

b) one member being a youth leader, such as the club president or other designated delegate

3. Each 4-H club in the county should submit the names of their designated delegates to the Board to the Bowie County Extension Office by June 15th of each year.

4. Membership is open to all club members regardless of socio-economic level, race, color, sex, religion, national origin or handicap.

ARTICLE V – OFFICERS

The officers of the Board shall be Chairperson, 1st Vice-Chairperson, 2nd Vice-Chairperson, Secretary, Treasurer and Reporter.

The Board Chairperson, 1st Vice-Chairperson and a designated delegate shall serve as delegates of the Bowie County 4-H Advisory Board to the District Volunteer Leaders Association.

The 2nd Vice-Chairperson, Reporter and a designated delegate shall serve as delegates of the Bowie County 4-H Advisory Board to the District 4-H Council. Three (3) alternate delegates will also be designated.

Designated delegates shall be chosen by the Executive Committee.

ARTICLE VI – TERM OF OFFICE

Officers shall be elected annually and shall not be eligible for more than three (3) consecutive terms. The term of office for all officers shall be from September 1 through August 31.

Bowie County 4-H Advisory Board members and/or officers who are absent without good cause for three (3) consecutive Board meetings will automatically lose their voting rights and/or office. In the event this occurs:

a) the Executive Committee will appoint a replacement for officers who lose their Board position

b) Board members who lose their voting rights must attend three (3) consecutive meetings in order to restore their voting rights

ARTICLE VII – ANNUAL MEETING AND ELECTION OF OFFICERS

Officers and Committee Chairpersons shall give reports of the work they have done at the Annual meeting, which will be held in December.

Elections shall be by ballot and ballots shall be collected and counted by the County Extension Agents. A majority vote of those present constitutes an election. The Board Chairperson shall receive election results and announce them immediately. Elections are to be held each May.

Designated delegates (Article IV) of the incoming Bowie County 4-H Advisory Board membership shall vote and elect from their ranks the officers to serve in the upcoming year.

ARTICLE VIII – MONIES

The Board Chairperson and Treasurer and two other designated people will co-sign all checks and take in all money.

Deposits will be held at a local bank.

The Treasurer will prepare a financial statement and submit it to the Board at each monthly meeting.

Money paid out by the Treasurer must be authorized by a majority vote of the Board members present. However, in an emergency, the Treasurer is authorized to put out not more than one hundred dollars ($100) on a verbal order for same signed by the Chairperson to be reported at the next meeting of the Board. All disbursements must be made by check.

ARTICLE IX – STANDING COMMITTEES

Standing Committees shall be:

a) Executive – composed of the Board officers and the 4-H agent and chaired by the Board Chairperson

b) Finance – composed of three (3) Board members and chaired by the Board Treasurer; shall prepare a detailed budget for the Board and audit the financial records

c) Program Planning – composed of three (3) Board members and chaired by the 1st Vice-Chairperson; shall plan the year’s 4-H calendar – programs, projects, activities, trainings/workshops

d) Multi-County Camp – composed of three (3) Board members and chaired by the 2nd Vice-Chairperson; shall coordinate efforts with the Multi-County Camp Chairperson

e) County Contests – composed of three to five (3 – 5) Board members to assist the County Extension Agents in organizing county contests

f) Awards – composed of three to five (3 – 5) Board members to assist the County Extension Agents in developing the awards program for county 4-H members and leaders, to help conduct awards selection process

g) Fundraising – composed of three to five (3 – 5) Board members to plan and implement fundraising events

ARTICLE X – MEETINGS

The Bowie County 4-H Advisory Board shall meet the first Tuesday of each month at 7:00 p.m. in the Bowie County Extension office.

ARTICLE XI – VOTING BODY

The voting body shall consist of the membership as defined in Article IV.

ARTICLE XII – QUORUM

A quorum shall consist of a majority of voting members present.

ARTICLE XIII – LOCAL CLUB POLICY

All local 4-H clubs must have a set of officially adopted standing rules on file in the Bowie County Extension office.

Movement of 4-H’ers from one club to another must be recognized by organization leaders of both clubs involved.

4-H’ers residing in an adjoining county will be accepted only after written approval of County Extension Staff of adjoining county involved.

ARTICLE XIV – AMENDMENTS

These rules may be amended by a two-thirds (2/3) vote of the Board members present at any regular meeting. The amendment first must be submitted to the Executive Committee for discussion.
